香港-深圳跨境城市经济区之形成

摘要: 本文以70年代末中国改革开放以来香港-深圳这两个分属不同社会制度的城市的发展和紧密结合而形成跨境城市经济区为个案研究对象,总结两者各自的城市发展历史,分析两地在过往10余年间的跨境发展特征及相互影响。一方面深圳借助于香港资本流入等因素发展成为现代化的大都市;另一方面香港跨境向深圳、珠江三角洲经济腹地扩散,促进了其产业升级和国际贸易、金融和航运中心地位的巩固。过往10多年香港-深圳跨境的区域发展是由市场规范的、自发和民间促成的。随着“九七”香港回归祖国,这一跨境城市经济区的发展应由两地政府积极、主动地参与和管理。同时,港深管理线的存在及其完整性对保持和促进这一跨境城市经济区的发展是至关重要的。

Abstract: A few transborder regions have appeared in the 1970s as a consequence of international di-vision of labour in manufacturing arising from globalization of economic activities. The border-ing cities of Hong Kong and Shenzhen belong to different ideologies and systems of gover-nance, yet they have since the late 1970s gradually developed into a highly interrelated trans-border economic region. Such development has promoted economic growth of Shenzhen and deepened the structural transformation of Hong Kong into a higher status in international trade, shipping, and finance. The mutual causative transborder development in the past decade had largely been initiated and participated by private investors following the rule of the mar-ket. After 1997, with the return of Hong Kong to China,transborder cooperation is expected to receive more government attention and achieve promotion. Of course the continue existence of a demarcation is crucial to transborder cooperation and will benefit both places. The case of Hong Kong-Shenzhen is different from other transborder regions such as the Singapore Trian-gle.
